States Information Agency (USIA), International Broadcasting Bureau
(IBB), has a requirement for a contractor to install an Integrated
Digital Audio Production System (IDAPS), which will replace the analog
magnetic tape audio intake, editing, and playback equipment at its
Voice of America (VOA) radio broadcasting service. The Contractor shall
provide comprehensive design, integration, and support of specialized
computer hardware and software specifically designed and intended for
digital audio intake, storage, editing, and playback, in the commercial
radio broadcasting market; but adapted as necessary to facilitate the
needs of VOA. The IDAPS shall utilize standard Personal Computer (PC)
client workstations and high-capacity file servers, connected by IBB's
high-speed Asynchronous Transfer Mode (ATM) computer network. The
Contractor shall provide IDAPS software, professional audio interface
cards, computing hardware specifications, system design, integration,
installation, training, and usersupport services in response to
specific Task Descriptions identified in the forthcoming Statement of
Work (SOW). It is anticipated that a negotiated Request for Proposal
(RFP) Solicitation No. IA2102-S9234922 will be released in early
January 1999 with a forty-five (45) calendar days closing date. The
expected performance term will be three (3) years. The delivery point
will be at IBB headquarters in Washington, DC with some work at VOA
News Centers located in Hong Kong, London and New York. There is a
technical IDAPS Summary of this forthcoming RFP procurement available
on the IBB Website at http://www.ibb.gov/idaps.summary. Interested
firms shall have experience and have supplied broadcast digital audio
workstation and storage system within two (2) years prior to the
release date of the pending RFP. Interested firms may request copy of
the forthcoming solicitation and the IDAPS Summary by submitting a
written request to the USIA contact noted above or via facsimile at
(202) 205-5466. Questions which are specific to the pending
solicitation must be submitted via facsimile or in writing to that USIA
Contracting Officer within ten (10) calendar days after the RFP issue
date. All responsible sources may submit an offer to the pending
