to the synopsis issued on 14 October 1998 for the NECC/TIP VME chassis
procurement. This modification serves to amplify the requirements for
the chassis procurement effort. The Space and Naval Warfare Systems
Command intends to issue the solicitation for ruggedized, commercial
off-the-shelf (COT) NECC/TIP VME chassis integrated with the NECC
processor cards set. The contractor is required to purchase the NECC
processor cards sets from a directed source (approximately one set per
chassis). The NECC processor cards set is also a ruggedized, COT item.
This procurement is now estimated to value $6M. The quantity
requirements are as follows: approximately 57 integrated chassis for FY
99 and approximately 50 integrated chassis per each of the three option
years. There will also be options for a submarine variant of the
chassis. The intent to award this contract on a competitive basis, 100%
set aside to small businesses, covered under SIC Code 3663, remains
unchanged. The small business size standard for SIC Code 3663 is a
business, including its affiliates, with no more than 750 employees.
Please refer to FAR Part 19 for additional detailed information on
Small Business Size Standards. The integrated NECC/TIP VME chassis, as
described above, shall be used to house the Navy Extremely High
Frequency (EHF) Communications Controller (NECC) and the Time Division
Multiple Access (TDMA) Interface Processor (TIP). The NECC processor
cards set, described above, will be used with the NECC software. NECC
provides Low Data Rate (LDR) netted communications and the TIP provides
Medium Data Rate (MDR) netted communications. Both the NECC and TIP
have been developed previously on other contracts. Please refer to the
