solicitation/synopsis for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number USSS990010 is
issued as a Request for Proposals (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-08. This action is an unrestricted
procurement under SIC 5045, Computer Equipment, size standard 500. The
U.S. Secret Service has a requirement to purchae one (1) AFIS-21
workstation to include 1 latent scanner, 1 laser printer, CPU, CRT,
software, keyboard, mouse and connection to the AFIS databases of WIN;
Dallas, TX, Virginia; Pennsylvania, Michigan, Georgia and Chicago, IL.
(AFIS- Automated Fingerprint Identification System, WIN- Western
Identification Network). The system, which includes proprietary
software, is proprietary to NEC Technologies, Inc., 1201 New York Ave.,
NW, Suite 1200, Washington, DC. The Government has no other form, fit,
or function information available and no substitutions will be
accepted for this item. Delivery and acceptance will be within 30 days
of receipt of contract- contract is on an FOB Destination basis (all
freight included) to U.S. Secret Service, Forensic Services Div., Attn:
Ben Moore, 1800 G Street, N.W., Room 929, Washington, DC 20223. The
following FAR provisions are applicable to this RFP: FAR 52.212-1,
Instructions to Offerors-Commercial; FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items; FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items; FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. Offerors must include a signed
copy of the Representations and Certifications with their offers.
Copies of the Representations and Certifications are available online
at www.treas.gov/proc. The contracting officer will not accept
telephone call requests for copies of the FAR provisions. The
Government intends to award a firm-fixed price contract to the offeror
whose proposal, conforming to the specification, will be the most
price advantageous to the Government. All offers, which shall include
the price proposal and signed copy of the Representations and
Certifications, shall be mailed to the U.S. Secret Service, Procurement
Division, 1310 L Street NW, Suite 730, Washington, DC 20223, Attn: G.
Robertson, no later than 2 p.m., Thursday, January 7, 1999. Award is
