(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number F64133-99-T0179. This solicitation is issued as a request for quotation (RFQ) and shall be awarded on an all or none basis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-9. (iv) This solicitation is 100% Set-Aside for Small Business. The associated standard industrial classification code is 2514. The small business size standard is 500 employees. (v) Offerors shall structure their bid using the following item: LINE ITEM 0001 Dormitory Style metal stacking bed, 240 each, (vi) Description: The contractor shall furnish all labor, tools, equipment, materials, supervision, shipping, transportation, and facilities necessary to provide 240 each dormitory style metal bunk beds. Bed to be used with an xlong, 36" X 80" mattress. Size of bed should be approximately 37" W X 81" L. Bed shall be capable of use as a bunk bed or as a separate bunk bed. Beds must have a spring arch support design or similar construction that (1) ensures quiet and comfortable use; (2) holds up to heavy institutional use and (3) won't sag like conventional old fashioned bed springs. This bed must be constructed to give the bed mattress extra firm support eliminating the need for a box spring. Overall height when two beds are stacked should be at or close to 55" high. Frame color: Walnut brown. Includes plastic base with steel guide on each leg for ease of movement. The requiring activity has found a commercial item that meets the minimum requirement of the government as follows: American Hotel Register Company catalog 97/98 page 144, part number J5M-dd1-80, Ship weight approximately 163 pounds. Vendors quoting an equal item by a different manufacturer than the above listed item shall submit catalog or descriptive literature sufficient to establish that the quoted item is equal or better in quality than the above listed item. Offerors shall include all shipping charges (FOB destination to Andersen AFB, Guam 96929) in the unit price. Offerors shall include the cost of expedient manufacturing and commercial shipping methods to guarantee delivery of the items within 56 days of the date of the purchase order. Additional information and sources of commercial shipping from the west coast to Guam may be obtained from the buyer. Transit time from the west coast to Guam can be as little as two weeks if the container(s) are delivered to the port of exit on the right day of the week. Request offerors provide a statement in their offer as to how they intend to pack the items for overseas shipment. Example: the 240 beds will be packed into a 20' foot shipping container at the factory. (vii) Delivery shall be FOB Destination to Base Supply Receiving, Bldg 18002, Andersen Air Force Base, Guam 96929 no later than 56 days after date of award. (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. For the purposes of completing paragraph (a) of provision 52.212-2, the specific evaluation criteria to be used are (i) delivery time (ii) technical capability of the item offered to meet the Government requirement and (ii) price. Offerors quoting an equal item by a different manufacturer than the above listed item shall state so in their offer and submit catalog or descriptive literature sufficient to establish that the quoted item is equal or better in quality than the above listed item. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer. Offerors shall include their DUNS number and CAGE code in their offer. Offerors not registered in the Central Contractor Registration database shall not be considered for award. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
