Specifically, the requirement is to develop recommendations for the review, modification, and/or adoption by the National Assessment Governing Board (NAGB), of the framework and specifications for the first NAEP foreign language assessment, scheduled for 2003. The NAEP assessment shall be conducted at the secondary school level in Spanish, with the possibility of one or more small-scale special studies in other languages and grade levels. The period of performance will be fourteen months. RFP ED99R0006 will be issued on or about January 15, 1999. It is anticipated that the closing date for receipt of proposals will be on or about March 1, 1999.
