byramgw@nswc.navy.mil. PROGRAM OBJECTIVES: The Naval Surface Warfare
Center, Dahlgren Division (NSWCDD) is interested in proposals in target
vulnerability and weapons lethality. Specific areas of interest are as
follows: (1) Research, analysis, characterization and modeling of the
vulnerability of target components to non-nuclear weapons damage
mechanisms including explosive blast overpressure, (2) research,
analysis, characterization and modeling of warhead fragmentation
penetration and damage effects against air or surface targets, (3)
research in advanced computer techniques (hardware and/or software) to
assist in endgame analysis tasks including modeling of target response
and weapons system damage mechanism deployment, (4)research, analysis,
characterization and modeling of the reaction of damaged air targets,
(5)research, analysis, characterization and modeling of the weapons
effects on ballistic missile threats including payload response to
direct hit and near miss effects of warhead blast and multiple fragment
barrage, (6) other general areas of target vulnerability, damage
mechanism lethality, and endgame effectiveness modeling. WHITE PAPER
SUBMISSION: Offerors shall submit white papers summarizing each
proposed concept, including a rough order of cost magnitude and
schedule to perform the proposed work, to obtain an indication of
potential NSWCDD interest. All proprietary portions of the white paper
shall be clearly identified and will be treated in the strictest
confidence. White paper shall be submitted in an original and four
copies to Naval Surface Warfare Center, Dahlgren Division, Attn: Gary
W. Byram, Code SD116, 17320 Dahlgren Road, Dahlgren, VA 22448-5100.
White papers shall be no longer than five (5) pages in length and shall
identify the following: 1. BAA Number N00178-99-Q-1008; 2. Technical
Area; 3. Organization Name; 4. Other Team Members and Type of Business
for Each; 5. Technical Points of Contact (including phone, fax, and
e-mail information); 6. Administrative Point of Contact; and 7.
Overview of the Proposed Work including Innovative Claims for the
Proposed Technologies, Technical Approach and Program Plan,
Demonstration Plan for Testing of the Technology, Deliverables
Associated with the Effort, Cost, Schedule, and Milestones,
Organizational Experience/Information. Each white paper shall clearly
show how the proposed effort relates to the objectives of this BAA,
will increase scientific knowledge, advance the state of the art, and
determine and exploit the potential scientific discoveries or
improvements in technology, materials, processes, methods, devices, or
techniques. Offerors shall provide significant evidence demonstrating
corporate experience and personnel resources to support these efforts.
Offerors interested in multiple subject areas shall submit a separate
white paper for each area; white papers that cover more than one area
will not be considered. This BAA covers FY99 and submittal of white
papers and proposals shall be accepted by NSWC during this period.
Awards may be made at any time. Not all proposals deemed selectable
will be funded. Cost sharing is not required; however demonstrated
commitment to the program through cost sharing is encouraged. The
Government reserves the right to award on all, some, or none of the
proposals received and to fund all or part of the efforts presented in
a proposal. Multiple awards are possible. Offerors shall identify
proposed contract type in their white paper submission. PROPOSAL
EVALUATION: White papers will be reviewed and formal technical and cost
proposals may be requested from sources whose approaches have been
selected for further consideration. An invitation to submit a proposal
does not assure subsequent contract award. Formal Cost and Technical
Proposals may be required approximately four (4) weeks after
notification that NSWCDD has decided to pursue the offeror's approach
as identified in their white paper submission. Proposals will be
evaluated using the following criteria: (A) Overall scientific,
technical, or socio-economic merits of the proposal; (B) Potential
contributions of the effort to specific Navy missions in target
vulnerability, endgame effectiveness, and threat mechanism lethality
research, as made clear in the proposal; (C) The offeror's
capabilities, related experience, facilities, techniques, or unique
combinations of these which are integral factors for achieving the
proposal objectives; (D) The qualifications, capabilities, and
experience of the proposed principal investigator, team leader or key
personnel who are critical in achieving the proposal objectives; (E)
Innovativeness in identification of problems and approaches to
solutions; and (F) Realism of the proposed cost and availability of

authorized by FAR 6.102(d)(2). Although no portion of this announcement
is set aside for HBCU/MI participation, proposals are invited from all
sources. This BAA should not be construed as commitment or
authorization to incur costs in anticipation of a resultant contract.
