Undersea Warfare Center Division Newport, Newport, Rhode Island
(NUWCDIVNPT) intends to award a Firm Fixed Price Purchase Order to the
University of Rhode Island (URI), Research Office, 70 Lower College
Road, Kingston, RI 02881 on a Sole Source basis pursuant to the
authority of 10 U.S.C. 2304(c)(1) Only One Responsible Source under
Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition
Procedures and FAR Part 12 Acquisition of Commercial Items. This is
sole source acquisition due to the fact that this analysis has been
recently identified and must be done on material that is currently
being tested at URI under another Government contract. There is a need
to maintain a short time frame in conducting a series of tests that
must be done consecutively . Any delay in conducting the tests would
invalidate the results. This is a combined synopsis/solicitation in
accordance with the format in 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; requests for quotations under N66604-99-Q-1567 are
being solicited by this synopsis. A written solicitation will not be
issued. This is in accordance with FAR Parts 12 and 13 in effect
through Federal Acquisition Circular 97-9. Other applicable FAR

52.212-2 Evaluation-Commercial Items (evaluation will be based on
Technical Capability, Past Performance and Price), 52.212-3 Offeror

Conditions-Commercial Items, 52-211.4 Notice of Priority Rating for
National Defense -- This is a "DO" Rated Order and Defense Federal
Acquisition Regulation Supplement (DFARS) 252.212-7001. The following
is the performance specification for this effort. BACKGROUND:
NUWCDIVNPT is evaluating the service life of the Composite Capsule
Launch System (CCLS) upper flange joint. Work on this program began in
FY98 with the URI materials Laboratory and NUWCDIVNPT. Electrochemical
reactions are now known to occur between the etched and primed titanium
and the Carbon Composite. How the reaction affects the aging properties
of the adhesive joint is the focus of this work. The continuation of
accelerated aging studies will be ongoing until it is established that
the composite to titanium adhesive joint has a service life of 30
years, or if premature failure of the joint will occur due to the aging
factor caused by electrochemistry. SCOPE: Contractor shall perform
tests on the Carbon to titanium adhesive joint according to the test
matrix below. TEST MATRIX UPPER FLANGE JOINT NOMENCLATURE: 1. Baseline
Titanium bonded to Titanium (Ti-Ti) 2. Titanium to Carbon Composite
with no shim wires (Ti-C) 3. Titanium to Carbon Composite with

matrix, the contractor shall provide a final report on the results of
testing and analysis. This final report shall be submitted within 30
days of completion of the test matrix. Period of Performance will be
for one year with delivery of final report to NUWCDIVNPT. The SIC Code
for this procurement is 8731, 500 employees. This is unrestricted.
Responses are due by 2:00 p.m. EST 1/15/99; estimated RFQ release date
