Center (GSFC) plans to issue a Request for Proposal (RFP), on a sole
source basis in accordance with 10 U.S.C 2304(c)(1), Only One
Responsible Source. NASA/GSFC plans to obtain engineering, technical,
data analysis, and administrative support from International
Development and Energy Associates (IDEA), 8000 Virginia Manor Road,
Beltsville, Maryland, for a six month extension (February 21, 1999 --
August 31, 1999) with two one month options (September 1, 1999 -October
31, 1999), to existing contract NAS5-31729. These services are a
continuation of support to the Radiometric Calibration facility,
Cassini, Total Ozone Mapping Spectrometer (TOMS), LIDARS, Subsonic
Assessment (SASS), and other related projects in the Laboratory for
Atmospheres while a competition is conducted for the follow-on effort.
This support includes, but is not limited to, Radiometric laboratory
testing; spacecraft command; power and data interface design and
development; hardware and software development; system testing; flight
support analysis; system engineering and technical support; and
administrative support. This also involves an in depth knowledge and
understanding of the Russian spacecraft command, power, data,
electrical and mechanical interfaces, technology, equipment, and the
Russian language. IDEA is uniquely qualified for providing research in
Earth, space, and planetary sciences with collaboration among the
Flight Projects, Engineering and Space Sciences Directorates. The
research includes ozone and other climate parameter monitoring from
U.S., Russian and European environmental satellites. IDEA is considered
to be the only source capable of providing the Government with the
services required during the extension period. No other source could
practicably compete for the interim requirement. This six to eight
month extension is required to ensure continuation of support until the
follow-on competitive procurement is awarded. The Government
anticipates selection and award of the follow-on in August of 1999. The
options for this extension to NAS5-31729 may be exercised if there is
delay in the expected procurement schedule. This support is a
continuation of specific specialized support performed under this
contract for the past 7 years, and is only intended to continue until
the follow-on contract is competitively awarded. In accordance with the
Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible
source, NASA/GSFC intends to obtain these services from International
Development and Energy Associates (IDEA). The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. An
