purpose of this project is to revegetate the approximate 8.5-acre site
located at the eastern end of St. Thomas near Red Hook with indigenous
and/or naturalized trees and shrubs typical of dry woodlands and
shrublands. Summary of Work Requirements: A. The Revegetation
Contractor shall prepare a draft workplan as part of the proposal that
will be part of the basis for award. Upon award of the contract, the
Revegetation Contractor shall finalized the workplan and submit it to
the Project Officer for approval. The final workplan shall detail all
means and methods for performance of the work and shall be based on the
draft workplan. B. The Revegetation Contractor shall provide all labor
and materials necessary to revegetate the site according to project
specifications. C. The Revegetation Contractor shall inspect and
maintain the existing fences for the duration of the regegetation
performance period. D. The Revegetation Contractor will not be
responsible for removing the fence and perimeter ditchesat the
completion of the revegetation performance period. E. Timely provision
of planting stock is essential to this project within the constraints
of providing sound revegetation methods and cost-effective performance
of the work. Specific requirements involve: 1. Site Preparation and
Soil Stabilization 2. Planting 3. Temporary Irrigation 4. Site Access
and Land Use Controls 5. Revegetation Monitoring and Reporting Brief
written proposals limited to resumes of key personnel, past performance
of the firm, and draft workplan will be due 30 days after issuance of
the solicitation. Those firms which pass this portion of the
competition will be invited to present an oral presentation of their
technical approach. This solicitation has been set aside exclusively
for small businesses. Standard Industrial Classification (SIC) code
0851 applies. A twelve (12) month fixed price type contract is
anticipated. On or about January 15, 1999, all responsible sources may
download a copy of the solicitation package from the Federal Emergency
Management Agency's (FEMA) World Wide Web homepage,
http://www.fema.gov, under Information for Businesses. The Internet
address for downloading the solicitation package on or about January
15, 1999 is http://www.fema.gov/ofm under Procurement Information.
Additionally, a hard copy of the solicitation package may be obtained

aforementioned office address. Faxed requests will be accepted on
