Sources Sought Synopsis for OMB Circular A-76 Cost Study. Oklahoma City
Air Logistics Center (OC-ALC) is seeking qualified large and/or small
business/small disadvantaged business firms capable of performing
services in the functional area groupings of Base Supply, Environmental
Management, and Education & Training (further defined below). The
purpose of this synopsis is to gather information and comments from
both industry and Government regarding approaches to acquisition
strategy. Based upon our preliminary review the following approaches
are being considered: 1) bundling requirements into one contract
solicitation with award to one offeror; 2) bundling requirements into
one contract solicitation on the basis of an "any or all" offer,
offerors would be permitted to submit offers on one or any combination
of the solicitation requirements; 3) solicitation and award of each
requirement separately. Interested parties are requested to provide
comments on the approaches and offer alternatives not considered. In
addition, request information regarding the capability of small
business/small disadvantaged firms to perform "any or all" of these
services. Applicable SIC codes are dependent upon approach, for
example, if solicited separately the following codes apply: 1)Environ-
mental Management -- 8744 (Size Standard 500 employees); 2) Education
& Training -- 8299 (Size Standard $5 million); 3) Base Supply --
Division G (Size Standard 500 employees). If any or all requirements
are bundled, SIC code 8744 (Size Standard 500 employees for EM and $20
million for Education & Training and Base Supply) applies. This
acquisition will be conducted under OMB Circular A-76 Cost Comparison
Study. The offer with the overall best value for the government will be
compared to the government's in-house bid (also referred to as the
'Most Efficient Organization"). THIS COST STUDY MAY NOT RESULT IN A
CONTRACT AWARD IF GOVERNMENT PERFORMANCE IS CONSIDERED MORE
ADVANTAGEOUS. In addition to the above requested information, the
government is also seeking input on the following: 1) Significant
benefits (reduced life cycle cost/improved service) and/or
disadvantages (reduced competition/reliance on one source) to both
government and industry for contract bundling; 2) Impact on
socio-economic policy initiatives (small/small disadvantaged and woman
owned business participation, 8(a) program, Javits-Wagner-O'Day Act,
etc.); 3) Selection of contract type; 4) Optimal performance period of
contract(s); 5) Advantages/disadvantages of contractor "teaming"
arrangements; 6) Examples of successful performance on previous similar
acquisitions (government or commercial). This list is not exhaustive
and you are requested to expound on any area you feel is relevant.
PLEASE NOTE A DECISION AS TO WHETHER THESE ACQUISITIONS WILL BE
SET-ASIDE FOR SMALL BUSINESS HAS NOT YET BEEN MADE AND THEREFORE
RESERVES THE RIGHT TO DETERMINE THE APPROPRIATE METHOD OF PROCURING
SERVICES BASED UPON OUR ANALYSIS AND EVALUATION OF INFORMATION RECEIVED
AS A RESULT OF THIS REQUEST. The functional groups are further defined
as: 1) Environmental Management- Implementing and managing all aspects
of the Installation Restoration Program (IRP)by assessing environmental
requirements and developing budgets, programs, projects and studies to
satisfy these requirements. Support of all base activities to ensure
compliance with federal, state, local environmental regulations and Air
Force policies. Incorporating air quality awareness and pollution
prevention techniques as the preferred way of doing business while
supporting mission requirements. Ensuring protection of all natural and
cultural resources of the installation while minimizing impact to
mission requirements. 2) Education and Training functions to include:
Administrative Services, Computer Systems and Database Administration,
Education Services, Counseling, Testing, training Brokerage and
Administration, instruction and skill building for all industrial
occupations, development and instruction of training to support
engineering, item/logistics management and technical personnel, and
Distance Learning. 3) Base Supply functions to include the
responsibility for an effective and efficient base supply operation.
Providing base activities with their supply needs and accounts for
supplies, equipment, munitions, and clothing. Air Force Supply
activities use the Standard Base Supply System which is an accounting
system consisting of standardized computer equipment, programs,
procedures, and supply policy. It shall be understood by all parties
that this request is for information and planning purposes only and
shall not be constured as an Invitation for Bid (IFB) or a Request for
Proposal (RFP). No financial obligation is created or commitment is
made by the government to any entity submitting a response. Comments
received may be reported in future analyses or as the basis for futher
discussion between industry and government. The origin of any
comments, however, will not be disclosed outside the government. Please
submit your responses to this request no later than 22 Jan 1999. In
