The Air Force Flight Test Center is seeking potential sources capable of performing the following Aircraft Logistics Support Services for Edwards AFB, CA: Aerospace Ground Equipment (AGE), Transient Alert Maintenance (T/A), and Airdrop Research and Development Test. These services are currently being performed by the Government, and a cost comparison under OMB Circular A-76 will be conducted to determine the most cost-effective mode of operation. A single solicitation consisting of the three functions listed above will be issued as a multi-function study. A contract will not be awarded if Government performance is determined to be more advantageous. The AGE Flight provides 24-hour coverage to 8 major core customers and other Air Force Flight Test Center (AFFTC) organizations on Edwards AFB, with over 1,300 pieces of AGE valued at $38.5 million to include unique and pre-production equipment. Performs pickup and delivery, minor and major maintenance on- and off-equipment, scheduled and unscheduled inspections, required modifications and Technical Compliance Technical Orders actions. Cleans, inspects and services AGE tow vehicles and maintains vehicle forms. Schedules inspections and maintenance actions on all powered and non-powered AGE. Provides information pertaining to technical specifications and equipment capabilities for the test environment. Conducts logistic test and evaluation on future equipment procurement. Provides equipment support as needed for space shuttle landing, emergencies such as aircraft crash and natural disasters, and off-base deployment support. Prepares equipment for storage/mobility and for corrosion control. Conducts flight line equipment familiarization training for all AGE users. Services equipment with fuel, oil, coolant, hydraulic fluid, refrigerant and air. Maintains fuel tanks and provides quarterly fuel reports to the Environmental Management Office (EM). Maintains a bench stock of approximately 1200 line items. Maintains a 90-Day Hazardous Waste Accumulation Point, as wellas a Hazard Material Issues Pharmacy. Inspects and maintains all tools required for maintenance of assigned equipment. Transient Alert (T/A) provides service for military, commercial, and numerous DOD customers, including VIP service. Aircraft serviced include transient heavy airlift aircraft, fighter aircraft, commercial and experimental vehicles, and propeller driven airframes; volume is approximately 200 transient aircraft per month. Provides "Follow-me" services, launch, recovery and parking for transient aircraft. Coordinates extremely high volume of aircraft launch, recovery, parking and taxiing activities during the annual Edwards AFB air show. Provides towing of aircraft. Provides immediate response to all in-flight and ground emergencies; responds to approximately 20 emergencies per month. Coordinates required maintenance actions after aircraft have arrived at Edwards AFB. Operates hydraulic stair truck for loading/unloading of passengers from heavy airlift aircraft. Services fuel, liquid oxygen, nitrogen, gaseous oxygen, engine oil, hydraulic fluid and performs tire pressure checks on all transient aircraft. Recovers aircraft drag parachutes as required. Coordinates towing and In Flight Emergency (IFE) operations for aircraft requiring access to the dry lakebed. Provides full crash recovery and reclamation service for the AFFTC and Test Pilot School (TPS). Crash recovery activities include removal, tie down, and relocation of items off the runway or surrounding area during crash recovery activities. Performs End of Runway (EOR) safety inspections on aircraft as required (approximately 400 to 500 EOR inspections per month). Provides last chance inspection to ensure aircraft are safe to fly. The Airdrop flight provides for developmental testing of parachute recovery, deceleration and attenuation systems. Coordinates with engineering on all test requests and analyzes the capability of the airdrop research and development flight to support subject test. Conducts/assists in aircraft testing to certify aircraft for airdrop and air-land operations. Performs build-up, rigging and tests of non-standard loads for research and development using procedures that may or may not be directly compatible with standard Air Force activities or standard Air Force/Army rigging procedures. Testing may require work to be performed without verified technical data or with limited engineering information. Build-up may involve design and construction of mock-ups that meet specifications of actual loads under study and required rigging for airdrop. Provides support for instrumentation configuration, camera placement/mounting, and coordination of range recovery of assets after airdrop. Receives, stores, and loads explosive devices used in the deployment of parachutes and deceleration systems. Identifies the specifications needed to develop or modify existing deceleration devices for specific cargo and/or personnel loads. Provides consultation services and detailed advice to project managers regarding optimum methods of constructing, rigging and deploying various airdrop assemblies for testing of airdrop devices and development of techniques for their use. Recommends appropriate changes to specific instructions to meet requirements for unusual airdrop tests. Develops/assists in development of aerodynamic deceleration assemblies as required for tests. Develops/assists in developing rigging procedures of suspension slings for special applications as required for developmental aerial delivery loads. Coordinates with project engineering, operations, and maintenance to minimize risk to flight crew and aircraft throughout each test program. Publishes final test reports detailing results of completed test programs. Provides weight and ballast support, materials handling equipment, vehicles and drivers in support of base activities to augment Traffic management Office (TMO) in the loading and unloading of transient aircraft or ground transport vehicles. Provides assistance and guidance in loading large, unusual and/or outsized cargo.
