The Bureau of the Public Debt intends to award contracts for telecommunication audit services consisting of a base year and four option years. This indefinite-delivery/indefinite- quantity contract is based on a recovery fee percentage. A five member Franchise Business Activity (FBA) Consortium, in association with the Bureau of the Public Debt Contracting Office, is awarding this contract for audit services for the verification of telecommunications bills/invoices for their FBA Consortium customer agencies. This contract will provide services to the Consortium customer agency members of the Baltimore, Cincinnati, Seattle, Chicago, and St. Louis FBA's in locations throughout the United States and extend the audits of customer bills/invoices worldwide. The intent of the audits is to recover funds by analyzing billing errors (as represented by erroneous application of rates, tariffs, taxes, quantities, equipment inventories, circuits, special features, etc.). In addition to the mandatory service categoryof telecommunication audits, the contract will also provide for billing verification/audit services in other service categories, such as utilities and real estate leases. The government intends to make multiple contract awards, any of which may be used by the five FBA Consortium members through the issuance of individual task orders.
