NAPA will provide advice and assistance to the IRS in developing options for personnel flexibilities permitted under the IRS Redesign and Reform Act of 1998 (RRA98). Advice and assistance services shall include: Consultation between NAPA subject matter experts and IRS staff on personnel flexibilities; Formal and informal oral and written presentations by NAPA to the IRS; Access to and copies of NAPA research and reports; Existing and new bench marking and best practice reports about other employers using one or more of the flexibilities permitted under the Act. The advice will be consistent with the merit principles and concepts of equal pay and equal opportunity as provided in the Act. The Government is anticipating the award of a 90 day contract.
