COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 29,1998 PSA#2251U.S. Geological Survey, Branch Of Acquisition and Federal Assistance,
Box 25046, Denver Federal Center, Denver, CO 80225-0046 70 -- SATELLITE SOFTWARE SYSTEM SOL 99CRSS0004 DUE 012299 POC Grace S.
Oakeley, (303) 236-5900 x406 The USGS is interested in procuring an
existing commercial-off-the-shelf (COTS) satellite software system that
will provide an easy-to-use, tailored user interface that permits users
to locate, peruse, and order earth science data. This system shall also
interface to the existing USGS accounting and distribution systems at
the EROS Data Center (EDC). The primary requirements for the satellite
software system are: a) To interface to the existing EDC inventory
metadata of satellite, aerial photography, and cartographic datasets.
These inventories contain several million records; b) To replace the
current what/where search philosophy in the existing USGS developed
system with a where/what philosophy; c) To provide a standing request
capability that allows a user to submit a search for data that does not
currently exist in the archive, but is scheduled to be acquired. This
search will be periodically executed; d) To allow a search of more than
one inventory from a single search request. This would allow a user to
search all the satellite inventories (Landsat and AVHRR) with one
query; e) To interface to existing, multiple USGS systems. These
systems are distributed servers that hold the inventory and browse
data, and provide services such as all the ordering, billing, and
accounting for data, products, and services requested through the
system; f) To be interoperable with Federal Geographic Data Committee
(FGDC) standards, clearinghouses, collection information, and
record-level metadata. This includes being compliant with FGDC
clearinghouse and inventory standards such as the existing Z39.50/GEO
protocol and the emerging ISO TC 211 standard. Also, to interface to
datasets contained within the distributed network of FGDC
clearinghouses; g) To provide an easy to use, World Wide Web based user
interface that allows a user to perform on-line searches, viewing of
browse images, ordering of data, and checking the status of those
orders; h) To establish and maintain user profiles or information about
a user; i) To provide tools for configuration, development, and
monitoring of data and system administration; j) To be Year 2000
compliant. Delivery: FOB Destination to Sioux Falls, South Dakota
within thirty (30) days ARO. Closing date of the RFP is estimated only.
All responsible sources may submit a proposal which will be considered
