Contract Specialist, 410-786-8371 The Health Care Financing
Administration intends to extend its current contract with Electronic
Data Systems (EDS) on a sole source basis, by extending the base period
of performance and adding 3 option periods which extends the contract
until December 2003. The current contract effort is for maintenance of
the MCS Part B Standard claims processing software, millennium
compliance software, and for system conversion, migration and support
services for Medicare Part B Carriers. The contract will also be
restructured to make transitions to a single Part B system an option.
The MCS Part B system processes Part B Medicare claims which include
physician services, certain durable medical equipment (DME) services
and other outpatient services. In addition, EDS must also support the
activities of Medicare Part B Carriers who are not renewing their
Medicare contracts. If the option is exercised, EDS will support the
conversion of Carriers from other Medicare claims processing systems to
the MCS Part B Standard System. The aforementioned services are
currently being provided to HCFA under a contract with EDS. EDS will
support the integrity of the Medicare claims processing environment for
Medicare providers and beneficiaries and must ensure that Medicare Part
B program changes are programmed for millennium compliance and in
accordance with Medicare regulations and requirements in the key areas
of data collection and validation, claims control, pricing,
adjudication, correspondence, reimbursement and financial processing.
Duties include data and computer software mapping, developing
conversion software programs that are millennium compliant, coding and
implementing Medicare operational and policy determinations,
enhancements, writing and testing Medicare Part B conversion software,
developing and presenting Medicare Part B technical training classes
on the MCS Part B Standard System, supporting the HCFA Change Control
Board meetings, providing help desk and production support on Medicare
Part B software maintenance and transition activities. This notice of
intent is NOT a request for competitive proposal. Contracting for the
software system maintenance, millennium compliance, and optional
conversion and migration support is a continuation of effort which has
been delayed to allow the Medicare community the time needed to ensure
all current software systems will be millennium compliant. The current
contract will be restructured to allow the rescheduling of transition
activity to begin after the millennium, if the option is exercised.
The term of the contract is not expected to exceed 12/03. A
competitively procured contract for maintenance of the MCS Part B
Standard System will follow this contract when all millennium issues
are resolved and when the conversion/transition of the Part B Carriers
