Armaments Command (TACOM) Sources Sought Market Survey #'s 98007 and
98008, dated 20 Aug 98, which requested submission of information to
support planning for the pending USMC Light Armored Vehicle Service
Life Extension Program (LAV SLEP). The objective of the USMC LAV SLEP
program is to install various improvements and upgrades in the 772 unit
LAV fleet (required to extend the service life of the vehicles to
2015). Program objectives are to: 1) increase lethality; 2) increase
survivability; 3) maintain vehicle viability [material & structural
viability, as well as environmental, safety & health]; 4) increase
readiness; 5) decrease life cycle cost; and 6) incorporate performance
enhancements [as a corollary benefit of achieving the other
objectives, or as deemed appropriate and affordable]. The purpose of
this announcement is to provide an interim assessment of the results of
the previous Market Surveys, and its impact on the USMC LAV SLEP
program acquisition strategy. Several companies responded to the
surveys identifying their interest in competing for a "Program
Integration" contract for the USMC LAV SLEP program. The Program
Integration Contractor (PIC) would assume total responsibility for
upgrading the LAV fleet in accordance with the terms of the SLEP
contract -- including developing upgrades, ordering material,
scheduling vehicles, installing upgrades/modifications, configuration
management, logistics support, etc. As a result of this response, TACOM
has decided to award a single PIC contract for the SLEP program based
on full and open competition. This contract will also include the
incorporation of SLEP upgrades into a quantity of vehicles for purposes
of Government Development Testing/Operational Testing (DT/OT). There
will be 4 option years (FY 02-05) of SLEP upgrades for the remaining
LAV fleet. Additional information, such as a draft scope of work and
draft purchase description, is scheduled for release in April 99.

Award Mar 00 In order to enhance competition for the SLEP PIC contract,
TACOM and the USMC are willing to provide LAVs under no-cost loan
agreements to interested companies (limit of one vehicle per loan). As
we only have a limited number of vehicles, loans will be provided on
a first come, first serve basis [and the duration will be limited to a
3 week period]. Companies receiving the loan will be required to: 1)
pay for shipment of vehicles to and from their site; and 2) conduct a
Joint Limited Technical Inspection (JLTI) with PM LAV prior to the
receipt and return of the vehicle. Vehicles must be returned in the
same or better condition than received. Companies receiving a loan will
also be required to pay a $10,000 refundable security deposit to ensure
the proper condition and use of the vehicle. Any company interested in
the loan of an LAV should submit their loan request in writing to:

submission of requests is 30 Jan 99. It is anticipated that vehicles
shall be available for loan by early to mid-Feb 99. Every attempt will
be made to provide loans to all interested contractors. However,
vehicle availability is limited and may prohibit TACOM from fulfilling
all loan requests. In addition, TACOM reserves the right to refuse a
request should it determine that the company requesting the loan is not
a valid potential competitor for the SLEP PIC contract. All interested
firms, regardless of size, are encouraged to respond to this
