This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Solicitation F4561399Q0112 is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-9. Standard Industrial Code is 7359. This acquisition is 100% set-aside for small business. The proposed acquisition will be solicited on a sole source basis with only the manufacturer. The contractor will provide the United States Air Force with a Water Ditching Training System that enables the 336th Training Group to conduct realistic emergency egress training. The system provided must incorporate moveable /interchangeable interior and exterior panels, bulkheads, troop seats and emergency egress exits, and exit release mechanisms that replicate specific characteristics of the H-53, H-60, H-1, and C-130 airframes. The device must be portable for use at existing facilities at Fairchild AFB. In addition, the contractor will provide a smoke generation system that will include the necessary fluids and accessories for smoke generation to compliment water ditching and egress training. The contractor shall be required to maintain Material Safety Data Sheets (MSDS) for all hazardous materials in accordance with base and federal guidelines. The contractor shall submit to the contracting officer at the beginning of the contract a list of the hazardous materials he is bringing on base for performance of the contract. This list shall include all materials to be used by the prime contractor and all subcontractors. The list will include estimated quantities of each hazardous material that is contemplated to be used during the course of the contract. The contractor will also provide a copy of the MSDS for each product identified on the list. At the end of the contract the contractor shall submit to the contracting officer a list of products and the quantity of each that the contractor is taking off base.
