combined synopsis/solicitation for commercial items prepared in the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. This solicitation is issued as a Request for
Quotation. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
The standard industrial classification code is 3661. This procurement
is set-aside for small business. Contract line item number(s) and
items, quantities and units of measure are: 001: Inmarsat Satellite
Telephone, eight each; 002: Satellite Batteries for Inmarsat Phone
Units, eight each; 003: Warranty Period, two years parts and labor;
004: Cable connection for antenna connection to fit inch, 50 OHM,
Superflex; 005: Cable connections to unit connection to fit inch, 50
OHM, Superflex; 006: Antenna with mounting brackets, eight each; 007:
Recharging unit for batteries. 008: Transportation, lump sum amount.
Indicate which items are included in the cost of the unit. TECHNICAL
REQUIREMENTS: The Inmarsat Phones must: withstand environmental
conditions: Antenna; temperature down to minus 30 degrees Fahrenheit,
and winds up to 120 miles per hour. The size maximum of 2 feet by 2
feet, with a weight maximum of 15 pounds. Pole mount bracket from 1 to
2 inches. Unit; temperature down to minus 10 degrees Fahrenheit, and
must be water-resistant. Size maximum 22 inch by 18 inch by 3 inch, and
a weight maximum 10 pounds. Unit needs to be wall mountable.
Transmission; Voice not less than 4.8 KB per second, data/fax not less
than 2.4 KB per second. Interface; Interface with a Norstar, Meridian
Analog phone switch via RJ-11 type output jack on Inmarsat unit, and
can be used as a trunk line on the phone switch. Have a 9-PIN (RS232)
Data connection. Power: AC/DC, rechargeable batter with a minimum of 6
hours talk time and 48 hours standby time. No less than 12 watts
transmit power and no less than 0.5 watts receiving power. Features:
Access code (password), call log (traffic log), can print call log
(traffic log) from a personal computer printer, keys lockable, LCD
display displays signal strength and battery status. Offerors shall
submit product literature, technical features, warranty provisions, and
other information for evaluation. Delivery is requested no later than
45 days after contract award. Delivery and acceptance is f.o.b.

Award will be made to the offeror whose offer is considered to be the
best value to the Government based on the item(s) technical capability
to meet the stated needs of the government with consideration to
technical/cost and price tradeoffs and past performance, consistent
with FAR 13.106-2(b). Offerors are required to complete a copy of the
provision at 52.212-3 Offeror Representations and Certifications
Commercial Items (JAN 1997) with its offer. The provisions at 52.212-1
Instructions to Offerors Commercial (OCT 1995) and 52.212-4 Contract
Terms and Conditions Commercial Items (AUG 1996) apply to this
acquisition, and incorporated by reference. The clause 52.212-5
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Commercial Items (AUG 1996) applies to this
acquisition with the FAR clauses incorporated by reference as follows:
