synopsis/quotation for a commercial item prepared in accordance with
the format in Subpart 12.6, of the Federal Acquisition Regulations
(FAR), as supplemented with additional information included in this
notice. This announcement constitutes the only quotation being
requested and a written solicitation will not be issued. The quotation
number is 1PI-Q-0098-99, and this solicitation is issued as a Request
for Quotation (RFQ). The quotation document with incorporated clauses
and provisions are those in effect through Federal Acquisition
Circular 97-07. The Standard Industrial Classification Code is 3399.
UNICOR, Federal Prison Industries intends to enter into a Firm Fixed
Price Requirements type contract for three years with three one year
options if exercised for Bar grating, (W-19-2), 1"X 3/16" Bar Grating,
Bar Steel, Type W-19-2. Grating, steel manufactured in accordance with
ANSI/NAAMM 531-93 dated February 14, 1994. Bar grating is to be
unpainted, pickled and oiled to ensure material is free of rust and
scale. The rust preventative must be compatible with a removable by the
three (3) stage phosphate wash system used by Federal Prison
Industries. Cross bars must be flush to slightly recessed below bearing
at all contact points and shall be spaced 2" center to center. Bearing
bars 1"X 3/16" thick, spaced 1-3/16" center to center, plain smooth
surface. Each section shall be banded on both ends with oval shaped
slots (3/4" X 13/32") located 5-1/2" form each end of the band to the
center of the slot. A total of two (2) slots will be included in each
band bar. Grating sections must be capable of being attached end to end
with a 5/16" diameter bolt. The band bar must be welded to the inside
to prevent weld build-up on the outside of the band bars. The cross
bars must be trimmed as close as possible. U/O catwalks. Section
Tolerances: Width: +/- 1/4', length (span): +/- 1/8".Marking and
Packaging: Material is to be secured in bundles not to exceed 5000
pounds. Each bundle must be marked with UNICOR stock number (FMP-0306),
purchase order number, date, number of pieces, and material size.
Material is to be shipped in a manner that allows for easy unloading by
forklift at destination. Inspection and acceptance: Material must be
protected from the elements en route and arrive free of corrosion and
moisture to be acceptable. A certificate of conformance signed by an
authorized official must accompany each shipment. Replacement of
rejected material will be the responsibility of the vendor at no cost
to the government. The required delivery is thirty (30) calendar days
after receipt of delivery order. Delivery is FOB Destination to Federal
Correctional Institution, Federal Prison Industries, Inc., Highway 66
West, El Reno, OK 73036. Delivery order limitations as required by FAR
52.216-19 (Minimum order limitation per delivery order is 250 square
feet and the maximum order is 50, 000 square feet or a series of orders
that exceeds 50,000 within 30 days. UNICOR will award a contract
resulting from this quotation to a responsible offeror whose quote
conforms to the requirement and is considered the most advantageous to
the Government. Provisions FAR 52.212-1, Instructions to
Offerors-Commercial Items applies to this acquisition. The following
are addenda to FAR Clause 52.212-1: Paragraph (c) Period of acceptance
of offers; the offeror agrees to hold their prices of their quote firm
for 60 calendar days from the date specified for receipt of quotes.
Provision FAR 52.212-2, Evaluation-Commercial Items, price shall be
evaluated by multiplying each offeror's proposed unit price by each
line item, taking into consideration any applicable Buy American
differentials. Discounts for early payments, if offered, will not be
considered in the evaluation for award. Each reference must contain the
name, address and telephone number of the company or government agency
for which a contract was performed as well as a contact person, and
contract number if applicable. Vendors must include a completed copy of
FAR Provision 52.212-3, Offeror Representations and
Certifications-Commercial Items with their offer. Any quotes that
reject the terms and conditions of this solicitation or do not include
the certifications and representations contained in FAR 52.212-3 may
be excluded from consideration. The following clauses apply to this
solicitation: FAR 52.212-4, Contract Terms and Conditions-Commercial
Items applies and FAR 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items, and FAR
Provision 52.215-5, Facsimile Proposals, to the attention of Chyrel

submit quotes to UNICOR, Federal Prison Industries, Inc., ATTN: Bid
Custodian, Material Management Branch, 400 First St., NW, 7th Floor,
Washington, DC 20534. Quotes may be submitted on the Standard Form 1449
or on your company letterhead. The due dateand time of receipt of
offerors is 1:00 p.m. Eastern Standard Time, January 8, 1999. All
quotes must reference the solicitation number and the due date for
receipt of quotes, name, address, telephone number and discount terms
that is offered. If quote is not submitted on a Standard Form 1449, you
must include a statement specifying the extent of agreement with all
