Standards and Technology (NIST) intends to procure, on a sole source
basis, the services of Thomas Michael Souders under the authority 41 U.
S. C. 253 (c) (1) -- Only one responsible source. This requirement
requires an individual who possesses the expertise, systems knowledge
and familiarity with on going NIST research projects to complete the
following in a timely and efficient manner: (1) Develop a waveform
measurement and analysis system based on existing sampling comparator
instrumentation including assembly and testing of instrumentation
components, development of setup and control software for general
waveform acquisition, and development of software to produce harmonized
data files from SCS and AWAMS measurement data, point to point
uncertainty estimates, and settling performance of oscilloscopes. (2)
Complete earlier work on deconvolution of time-domain waveforms. (3)
Design a current transformer test set that can replace the existing,
failing test set now in use.This work will be primarily conducted on
site at the NIST Gaithersburg Laboratories. The period of performance
under this purchase order shall be from the award date (date signed by
the Contracting Officer) of this purchase order through one (1) year
thereafter. Mr. Souders has experience in the development of the NIST
wideband sampling comparator instrumentation that will be the basis for
the proposed system. He developed the critical test methods for
waveform measurement systems that were incorporated into the
internationally recognized IEEE Standard for Digitizing Waveform
recorders. He has extensive experience in developing waveform analysis
software in the HPVEE programming language including some waveform
harmonizing software. Mr. Souders was the project in the deconvolution
work accomplished in the summer of 1990 and published the results. In
addition, He is a most qualified expert in the field of current
transformer testing. Interested persons may identify their interest and
capability to respond to the requirement. This notice of intent is not
a request for competitive proposals. However, the Government will
consider all responses received within 15 days after the date of
publication of this synopsis. Written responses to this synopsis shall
contain sufficient documentation to establish a bonafide capability to
fulfil the requirement. A solicitation is not available. See Numbered
