of Commerce/NWS/Office of Hydrology proposes to negotiate on a
non-competitive basis using Simplified Acquisition Procedure with Comet
Graphics, Louisville, KY. to provide data communications networking
consultant to assist the reconfiguration and implementation of the
National Weather Service Integrated Flood Observing and Warning System
(IFLOWS), and other Automated Flood Observing and Warning. (AFWS),
IFLOWS is a wide area communications network which uses VHF and UHF
radio, microware, dedicated line, and satellite communications media.
Its purpose is to provide two-way communications of hydrologic
information between federal, state, and county government offices
responsible for emergency management and flood forecasting. IFLOWS is
undergoing a redesign which will greatly increase its ability to
receive and process data, taking advantage of commonly used data
communication protocols and distribution channels. The design will
facilitate data collection from automated sensors, and improve
distribution methods above those currently in use. The redesign
consists of (a) reconfiguration of radio/microwave circuits to collect
data at one of eleven concentrators: (b)implementation of
communications circuits to connect concentrators to a central server:
(c) configuration of appropriate networking hardware and software to
operate the wide area network (d) establishment of data interfaces to
internal NWS systems, the Internet, and systems operated by
participants in the NWS/IFLOWS program and (e) testing of user software
for data display and dissemination. Any written responses must be
received no later than 15 days after the publication of thissy
synopsis. In order to be responsive, the correspondence must be
accompanied by a written narrative statement of capability, including
technical information and other technical literature, suffieient to
permit agency analysis in order to determine a bona fide capability to
meet the Government's requirements. Responses without the required
documentation will be considered non-responsive. This is not a formal
