Contracting Officer, rwade@cgalaska.uscg.mil. Provide all labor,
materials, equipment, transportation, supervision and perform work to
demolish, remove, and dispose of existing Olga Strait Light 5 structure
(approximate location: 57-11.3 / 132-28.OW), which is a metal platform
atop a multi-pile wood foundation (four legs surrounding a center
pile, cable wrapped junction). Drive a single, government-furnished,
75' long, 12-3/4" diameter (PP 12-3/4") steel pipe pile in
approximately the same location. Install government furnished ladder
brackets (field welded to pile), ladder sections, and fully-assembled
4' square platform. Drill a second single, government furnished, 50'
long, steel PP 12-3/4" on or near the pinnacle rock (4-6 feet depth at
MLLW) located at approximate location 57-02-51.5N / 135-20-15.5W.
Install government-furnished ladder brackets (field welded to pile),
ladder section, and aluminum dayboard brackets. The estimated cost
range for this project is between $25,000 and $100,000. Work can begin
as soon as government-furnished materials are available (on or about
February 19, 1999), and must be completed no later than March 15, 1999.
The work required by this solicitation is identified as Industry
Standard 1629 and the applicable size standard is $17.0 million dollars
in annual receipts for the past three years. Requests for Quotation
packages must be received in this office by the close of business 15
January 1999. This procurement is issued pursuant to the Small Business
Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is not a small business set-aside. All responsible sources may
submit a quote which shall be considered by the U. S. Coast Guard. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables firms to apply for
quote, performance and payment bonds up to $1.0 million per contract.
The DOT provides an 80% guarantee of the quote amount to a surety
against losses. Loans are available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
