This is a notice of intent to negotiate with the Bell-Boeing Joint Venture Team, 22398 James Road, Patuxent River, MD 20670 on an other than full and open competitive basis for the acquisition and support of the FY00 Limited Rate Initial Production (LRIP) model MV-22 aircraft. Priced options for Full Rate Production (FRP) in FY01 and FY02 are planned to be added to the FY00 contract in the second quarter of calendar year 2000. The Naval Air Systems Command (NAVAIR) plans to issue Advance Acquisition Contracts (AACs) for long lead time effort and materials supporting the procurements. Each LRIP and FRP procurement will be for such aircraft quantities as authorized by Congress, and the related supplies and services necessary for the manufacturer and use of the aircraft. Such supplies and services consist of administrative, financial and technical data, sustaining engineering and software support, spare and repair parts, support equipment, integrated logistics support and analysis, phased support, training and training devices, technical publications, repair of repairables, and maintenance planning. This requirement will be procured in accordance with FAR Part 6.302-1, only one reasponsible source and no other supplies or services will satisfy the agency requirements. the Bell-Boeing Team is the designer, developer and sole producer of the MV-22 tiltrotor aircraft.
