66 -- WOCE DRIFTERS SOL 52WCNW906026SWT POC Sharon Webster-Tyson 816-426-7129 ext. 222 The U.S. Department of Commerce, NOAA intends to procure 21 World Ocean Circulation Experiment (WOCE/Lagrangian Surface Velocity Program Wind Speed /Direction Barometer WSD/BP) Drifters with known water following characteristics to support Navy Operational forecast functions. These drifters shall be capable of operating in the open sea and following water parcels vertically averaged over a drogue of height 6-7 meters centered (15 or 100) meters below water surface. The drifters shall provide measurements of wind speed, wind direction, barometric pressure, and sea surface temperature. Water mass drift (15 or 100 meters depth) will be calculated by positions determined through Service Argos. Drifters are continuous duty cycle using ARGOS for transmission of the date. Drifters must be certified as air deployable from a C130/C141 type aircraft. These drifters are only known to be available from Metocean Data Systems, 21 Thornhill Drive, Dartmouth, Nova Scotia Canada B3B 1R9. This contract action is supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Concerns having the ability to provide this item are required to submit written notification to the procuring office listed in this notice within 10 days from the date of this synopsis. In order to be considered, firms must furnish detailed information concerning their capability to provide this item. Such information shall include at a minimum: name, telephone number, and a point of contact of firms or other Government agencies to whom this service or similar services have been provided previously.
