This is a notice of intent to negotiate with the Bell-Boeing Joint Venture Team, 22398 James Road, Patuxent River, MD 20670 on an other than full and open competitive basis for the procurement of Pre-Planned Product Improvements (P3I) to the CV-22 model aircraft. The CV-22 is an Air Force special operations variant of the Marine Corps' MV-22 aircraft which is currently on contract for engineering, manufacturing and development testing and limited rate initial production. The P3I program includes supplies and/or services to accomplish complete integration of improved capabilities for communications, crew systems, navigation, and software upgrades into the CV-22 aircraft; supplies and/or services to design, manufacture, and qualify prototype changes; and supplies and/or services to deliver technical documentation including source data, new and/or revised technical manuals, drawings and drawing packages, technical directives, supply data, support equipment recommendation data, and training data as a direct result of changes to the CV-22 aircraft and its associated equipment. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The Bell-Boeing Team is the designer, developer and sole producer of the V-22 tiltrotor aircraft. Bell-Boeing is the only source that possesses the engineering data, techical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the V-22 tiltrotor aircraft to provide the required P3I program.
