#JC-RX-98-02 for the Continued Operation of the Springdale Job Corps
Center, located in Troutdale, Oregon, and the PIVOT Satellite, located
in Portland, Oregon, will be available on or about January 14, 1999,
on the Job Corps Acquisition Home Page
(http://www.wdsc.org/jobcorps/schedule.html) It is anticipated that the
resultant contract will be a cost-reimburseable plus fixed-fee for a
two-year base period of October 1, 1999, through September 30, 2001,
plus three performance based options of one year each. The approximate
average capacity strength of the Springdale Center is 70 residential
males, 50 residential females, 12 non-residential males and 33
non-residential females, for a total capacity of 165. The capacity of
the PIVOT Satellite is 50 non-residential females. There will be a
walk-thru of the Springdale facility located at 31224 E. Historic
Columbia River Hwy., Troutdale, Oregon, on Wednesday, January 20, 1999,
beginning promptly at 9:00 A.M., local time. Upon entering the
facility, participants should check in at the gate for directions to
the walk-thru starting point. There will be a tour of the PIVOT
facility located at 2508 N.E. Everett, Portland, Oregon, immediately
following the Springdale walk-thru. A Pre-proposal Conference will be
convened that afternoon at the PIVOT Satellite promptly at 1:30 P.M.,
local time. All questions prior to the Pre-proposal Conference should
be submitted in writing to the Seattle Regional Office of Job Corps.
Job Corps is a residential training program for economically
disadvantaged youth between the ages of 16 and 24. The Contractor will
be expected to manage and operate a government-owned facility and hire
staff for residential living, basic education, vocational training, and
provision of health services. We recommend that you download the RFP
prior to attending the Pre-proposal Conference. Proposals in response
to this RFP will consist of Oral Presentations and Written Submissions
as described in Section L. of the RFP. Written portions of the
proposal are due no later than 12:00 Noon, local time, Monday, March
15, 1999, at the following address: U.S. Department of Labor, ETA,
