The Pension Benefit Guaranty Corporation (PBGC) seeks to increase the maximum hours under an existing contract to acquire statistical consulting services to plan and perform analyses as interpretation issues arise during the settlement implementation of a litigated matter of significant magnitude. In particular, the following tasks are among those that the contractor must complete on a rapid-turnaround basis: (a) estimating the likely benefit costs under various interpretation of the settlement terms; (b) presenting results of various analyses in whatever format the PBGC may request; and (c) responding to questions and requests for interpretation and supplemental analyses as needed. These tasks are a continuation of work already being undertaken by an existing provider. The provider has the capabilities and knowledge gained from experience with the computer programs and models used to perform all statistical analyses and estimates pertaining to the various proposed settlement scenarios. The provider isalso intimately familiar with the parameters of the present studies of nontrusteed and trusteed plans which were the subject of the litigation. Thus, PBGC believes that the existing provider is uniquely qualified to render these services under the time constraints necessary for performance under the contract. Any interruption in the current performance of services under this contract would severely hinder PBGC's efforts to estimate the cost of the settlement's implementation on an ongoing basis and as various interpretation issues arise. It is in the best interest of the PBGC for the current provider to complete this work by increasing the labor hours under the existing contract. This is not a Request for Proposal.
