The U.S. Department of Commerce, NOAA intends to procure 20 Russ Davis Drifters. The drifters are air/surface deployable autonomous drifters capable of operating in the open sea and provide measurement of sea surface temperature. The float drogue system shall be designed to maintain a slightly negative buoyance for the main surface float, keep the antenna above the water surface, and provide minimum windage. The drifters shall be capable of operating unattended for periods of time of up to 90 days and shall report data through the TIROS(ARGOS) satellite system for data dissemination and platform position determination. Drifters must be air deployable from a C130/C141 type aircraft. The drifters will be purchased under the guidelines of FAR Part 13, Simplified Acquisition Procedures.
