Operations Command (USSOCOM) intends to issue a combined
synopsis/request for quotation for commercial items in accordance with
FAR, subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Proposals are being requested and a written solicitation
will not be issued. The Request for Quotation (RFQ) number is
USZA22-99-Q-0005 and should be referenced on all correspondence. The
RFQ document and incorporated provisions and clauses are those in
effect throughout Federal Acquisition Circular 97-06. The standard
industrial classification is 3544 and the small business size standard
is 500 employees. This acquisition is being procured under the
streamlined solicitation for commercial items procedures using the
combined CBD synopsis/solicitation. The Department of Defense requires
all contractors to be registered in the Central Contractor
Registration (CCR) no later than May 31, 1998, to receive
solicitations, contract awards or payments. The provisions at FAR

Offeror Representation and Certifications -- Commercial Items is to be
submitted with your offer; 52.212-4, Contract Terms and Conditions --
Commercial Items; and 52.212-5, Contract Terms and Conditions Required
to Implement Statutes and Executive Orders -- Commercial Items, and any
addenda, thereto, apply to this acquisition. The contractor agrees to
comply with the following FAR clauses necessary in implementing
provisions of law or executive orders applicable to acquisitions of

52.247-34 F.O.B. Destination. USSOCOM is seeking offers for multiple
compression (match metal) helmet molds (maximum quantity of three). The
molds shall be production quality and be configured to produce a helmet
shell with a 0.310 inch wall thickness. Salient features include
hardened shears, air poppet, and chrome plate. Molds must have the
capability to utilize either electric, steam or hot line (e.g., oil)
heating elements. Ejector systems is not required The delivery address
is U.S. Army Soldier Systems Command, ATTN: SSCNC-I (Ms. C. Mooney),
Kansas St, Bldg 4, Rm D216, Natick, MA 01760. The required delivery
date is 7 May 99. The solicitation has only one line item 0001 for a
quantity range of 01-03 for helmet molds IAW with the description
above. All responsible sources may submit an offer. Award will be made
to the offeror providing the best value to the Government who can meet
the required delivery schedule and demonstrates experience in making
compression molds for ballistic helmets. No telephone requests and no
