301/415-6594 17. The Nuclear Regulatory Commission (NRC) requires
technical assistance in the development of the Environmental Impact
Statement (EIS) for the proposed Atomic Vapor Laser Isotope Separation
(AVLIS) facility to satisfy NRC's requirements under the National
Environmental Protection Act (NEPA). To accomplish this objective, this
statement of work is subdivided into three tasks: (1) Collecting and
reviewing information (est. 6 months duration); (2) Planning, drafting,
and completing the EIS, (est. 18 months duration) and (3) Supporting
the licensing proceeding and hearing under the Atomic Safety and
Licensing Board (ASLB) (est. 12 months duration. The proposed period of
performance is 3 years. Proposals for this requirement may be submitted
by all concerns, i.e., large businesses, small businesses, and small
businesses owned and controlled by socially and economically
disadvantaged individuals. Notice to large businesses: The
subcontracting plan requirements of P.L. 95-507 are applicable to this
effort. Thus, all large businesses determined to be in the competitive
range must be prepared to submit a detailed subcontracting plan. A
source list comprising the names, addresses, and telephone numbers of
all concerns requesting a copy of the solicitation, with large
businesses identified by an asterisk, will be provided with the
solicitation. In order to identify large businesses on the list, a
request for the solicitation should indicate the size of the business
based upon a SIC Code of 8999. The size standard for this solicitation
is average annual receipts of $5.0 million over the past three fiscal
years. In order to allow small concerns sufficient time to contact you
for possible subcontracting opportunities, you are encouraged to make
your request for the solicitation prior to the solicitation issuance
date. A copy of the solicitation and all subsequent amendments will be
provided to each requester. Interested firms should submit written
requests for RS-NMS-99-003, including two mailing labels, to the U.S.
Nuclear Regulatory Commission at the address as shown above. Telephone
requests will not be honored. Closing date for proposals is 30 days
