R -- INDEPENDENT VERIFICATION AND VALIDATION OF HRSA'S MISSION CRITICAL OPTN SYSTEM FOR YEAR 2000 DATE CODE COMPLIANCE SOL HRSA-99-OA-A220273 DUE 011599 POC Aileen Broider-301-443-5231 The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Broughton Systems, Inc., 3601 West Hundred Road, Chester, VA 23831. This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to provide an Independent Verification and Validation of HRSA's Mission Critical Organ Procurement and Transplantation Network (OPTN) System for Year 2000 Date Code Compliance. The contractor shall: conduct three phases of this project -- Phase I concentrates on the identification of the project inventory, Phase II addresses the test plans and testing performed and Phase III evaluates the systems for improvements; and prepare a management summary report. Broughton Systems, Inc. is deemed the only responsible source capable of providing the required work and services because of their uniquely functional understanding and knowledge of the United Networkfor Organ Sharing (UNOS) and the OPTN system and because of UNOS's proprietary software.
