Sources are sought for the privatization of the exterior electrical
distribution system for Fort Monmouth, New Jersey. Privatization will
transfer the responsibility of the ownership, operation, maintenance,
repair, and Master Plan Development of the Government-owned
distribution system to a regulated public utility. The Army owns the
electric distribution system downstream of the Fort Monmouth points of
delivery and maintenance is currently performed by TecomVinell
Services (TVS), an Army contractor. GPU Energy owns all upstream
distribution facilities. The Government-owned system consists of about
60 miles of underground and overhead primary voltage circuits and 470
pole and pad mounted transformers that provide power to the
Installation. Fort Monmouth is interested in selling the exterior
electrical distribution system to an entity that is currently regulated
by the New Jersey Board of Public Utilities. Fort Monmouth would
generally prefer to receive monthly credit to their electric utility
bill over a ten-year period instead of a one-time lump sum purchase
price payment. Interested sources should provide a written statement of
interest on company letterhead to include the following: (1) A brief
company profile and experience statement related to the provision of
regulated public electric utility service. (2) A demonstration of the
respondent's legal ability to provide regulated public utility service
to Fort Monmouth as an "Electric Public Utility". An Electric Public
Utility is defined as an entity that renders electric service that is
considered essential to the public and, as such, is subject to
regulation in the public interest and includes an obligation to provide
service to all qualifying customers within its operating territory.
This service obligation shall exist independent of any service
obligation with the Army. Responses to this Request for sources sought
are due within 30 days of publication of this notice, and are to be
