Specialist, 619-532-3263 THIS SOLICITATION IS RESTRICTED TO 8(A)
CERTIFIED FIRMS IN DISTRICT IX. Sources sought to design, engineer, and
construct a quality Reserve Training Building/Vehicle Maintenance
Facility at the Marine Corps Reserve Center, Pasadena, California. The
work includes demolition of existing facilities and the design,
engineering and construction of a new, complete and usable facility
consisting of project structures, building systems, equipment,
finishes, fixtures, all necessary utility services, on-site
improvements, and off-site work as required. The scope shall include
all permits required for design and construction of the project. The
USMC 4th Low Altitude Air Defense Battalion shall remain operational
and on the site throughout the subsequent phases of this project. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose proposal, conforming to the solicitation,
will be the BEST VALUE to the Government, considering past performance,
price, and technical factors which are weighted approximately equal.
Proposals will be evaluated based on the following factors: FACTOR 1 --
Past Performance (1A) Prime Contractor Past Performance; FACTOR 2 --
Technical (2A) Contractor/A-E Team Experience & Qualifications (2B)
Recycling Efforts; FACTOR 3 -- Price. The Government reserves the right
to reject any or all proposals at any time prior to award; to negotiate
with any or all proposers; to award the contract to other than the
offeror submitting the lowest total price; to limit the number of
proposals in the competitive range to the greatest number that will
permit an efficient competition amount the most highly rated proposals,
and to award to the Offeror submitting the proposal, determined by the
Government, to be the most advantageous to the Government. Offerors
are advised that an award may be made without discussions or any
contact concerning the proposals received. Therefore, proposals should
be submitted initially on the most favorable terms. Proposers should
not assume that they will be contacted or afforded an opportunity to
qualify, discuss, or revise their proposals. A site visit/pre-proposal
conference will be held on 20 January 1999 at 11:00 a.m. Participants
must reserve seating a minimum of two (2) days prior to the site
visit/pre-proposal conference by contacting Chris Pino in writing to

estimated cost is between $5,000,000 and $10,000,000. This is a firm
fixed price contract. Contract duration is 675 calendar days. The
Standard Industrial Code (SIC) is 1542 and the annual size standard is
$17,000,000. In accordance with FAR 5.102(a)(7), availability of the
solicitation will be by electronic medium, however, one (1) set of
hardcopy specifications and size drawings will be available free of

http://efdswest.navfac.navy.mil. All proposals and other normal
documents required for proposal submittal, including amendments to the
proposal submittal, shall be in paper medium. The official plan
holders list will be maintained on and can be printed from the website.
Plan holders lists will not be faxed. All prospective offerors and plan
rooms are encouraged to register as plan holders on the website.
Registering offerors and plan rooms must provide a complete name,
complete mailing address, area code and phone number, offeror type
(prime, sub, supplier), e-mail address and size of business. Those
contractor's enrolled will be notified automatically of any changes
made to the RFP through their e-mail address when enrolled on the
mailing list, but it will be the contractor's responsibility to check
the website to download the documents. Plans and specs will be
available on or about 15 January 1999. NOTE: All contractors must
register in the Central Contractor Registration (CCR) prior to award of
