synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Quotes for the
following tests are being requested: Item 1 -- Cryogenic Conductivity:
Qty. 17 Tests; Test thermal conductivity of CU-CR-NB alloys from -196
degrees C (liquid nitrogen) to room temperature using the laser flash
technique. Also, supply the thermal diffusivity and heat capacity with
the thermal conductivity . Include an estimate of the thermal
conductivity between liquid nitrogen and liquid hydrogen. Item 2 --
Elevated Conductivity: Qty. 17 Tests; Test thermal conductivity of
CU-CR-NB alloys from room temperature to 900 degrees C using the
Kohlrausch technique. Item 3 -- Cryogenic Expansion: Qty. 17 Tests;Test
thermal expansion of CU-CR-NB alloys from -196 degrees C (Liquid
Nitrogen) to room temperature. Also provide estimate of thermal
expansion from liquid nitrogen to liquid hyrogen. Item 4 -- Elevated
Expansion: Qty. 6 Tests; Test thermal expansion of CU-CR-NB alloys from
ro om temperature to 1000 C. Test shall be conducted in vacuum or inert
atmosphere or sample may melt. Additional specifications are as
follows: Item 1 -- Cryogenic Conductivity: Thermal diffusivity testing
shall be conducted from 200C 1150C to -2000C 1250C (liquid nitrogen
temperature) using the laser flash technique. The thermal diffusivity
shall be measured at 200C 1100C and the lowest temperature attained for
the sample. At least three additional measurements of the thermal
diffusivity shall be conducted at -500C 150C, -1000C 150C and -1500C
150C. Heat capacity measurements shall be conducted from 200C 1150C to
-2000C 1250C (liquid nitrogen temperature) using differential scanning
calorimetry (DSC)orequivalent technique. The contractor shall state
which technique was used. Heat capacities shall be measured at 250C
150C intervals between the highest and lowest temperature achieved.The
results shall be extrapolated to the temperature of liquid hydrogen
(-2590C) using standard thermodynamic techniques. The thermal
diffusivity and heat capacity shall be combined to generate the thermal
conductivity from liquid hydrogen to room temperature. All results
(diffusivity, heat capacity and thermal conductivity) shall be reported
in tables and as graphs of values versus temperature for each specimen.
If available, the data shall also be provided on a 3.5" floppy disk as
an EXCEL or 1-2-3 spreadsheet. Item 2 -- Elevated Temperature
Conductivity: The elevated temperature thermal conductivity shall be
determined using the Kohlrausch technique. The thermal conductivity
shall be measured from 200C 1150C to 9000C. The lowest temperature
shall be equal to the highest temperature for item 1. As a minimum,
measurements shall be taken at 200C 1100C, 500C 150C and at 1000C 150C
intervals between 1000C and 9000C. Results shall be reported in tables
and as graphs of thermal conductivity versus temperature for each
specimen. If available, the data shall also be provided on a 3.5"
floppy disk as an EXCEL or 1-2-3 spreadsheet. Item 3 -- Cryogenic
Thermal Expansion: Thermal expansion shall be tested from 200C 1150C to
-2000C 1250C (liquid nitrogen temperature) using a push rod dilatometer
or equivalent technique. The contractor shall state which technique was
used. The thermal expansion shall be measured at 10C intervals from the
lowest temperature achieved to 200C 1100C. The value for the highest
temperature is to be the same for all samples tested and shall be taken
to be the zero point for thermal expansion. Results shall be reported
in tables and as graphs of thermal expansion versus temperature for
each specimen. If available, the data shall also be provided on a 3.5"
floppy disk as an EXCEL or 1-2-3 spreadsheet. Item 4—Elevated
Temperature Thermal Expansion: Thermal expansion shall be tested from
200C 1150C to 9000C using a push rod dilatometer or equivalent
technique.The contractor shall state which technique was used. The
thermal expansion shall be measured at 10C intervals from 200C 1100C to
9000C. The value for room temperature is to be the same for all samples
tested and shall be taken to be the zero point for thermal expansion.
It shall also be equal to the room temperature value for item 3.
Results shall be reported in tables and as graphs of thermal expansion
versus temperature for each specimen. If available, the data shall
also be provided on a 3.5" floppy disk as an EXCEL or 1-2-3
spreadsheet. Government Furnished Property: The Government shall
furnish the following items, valued at $30K, within 30 days after
award: Item 1 -- One sample 0.500" 10.005" diameter x 0.150" thick for
laser flash thermal diffusivity testing and one sample 0.230" 10.010"
diameter x 0.065" thick for heat capacity testing for each ofthe
seventeen thermal conductivity tests. Item 2 -- One sample 3.500"
10.100" long x 0.1875" 10.001" wide x 0.040" thick for Kohlrausch
thermal conductivity testing for each of the seventeen thermal
conductivity tests. Item 3 -- One sample 2.000" 10.005" long x 0.250"
wide x 0.250" thick for each of the seventeen tests. Item 4 -- One
sample 2.000" 10.005" long x 0.250" wide x 0.250" thick for each of the
six tests. Deliverables: After testing the Contractor shall return all
samples and one or more reports with the results of the testing. If
available, the Contractor shall also provide the data on 3.5" floppy
disks in the form of spreadsheets using Microsoft EXCEL or Lotus 1-2-3
formats. The provisions and clauses in the RFQ are those in effect
through FAC 97-08. This procurement is a total small business
set-aside. See Note 1. The SIC code and the small business size
standard for this procurement are 8734 and $5M in revenue,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to Lewis Research Center, Cleveland Ohio is required within 90
days after award. Delivery shall be FOB Destination. The DPAS rating
for this procurement is DO-C9. Quotations for the items(s) described
above may be mailed or faxed to the identified point of contact by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items

submit a quotation. Quoters shall provide the information required by
FAR 52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

acquisition must be submitted in writing no later than 10 days from the
issue date of this synopsis. Quotations are due by 4:30, local time, on
1-15-99 to the address specified above and to the attention of the Bid
Depository. Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price and past performance; other critical
requirements (i.e., delivery) if so stated in the RFQ will also be
considered. Unless otherwise stated in the solicitation, for selection
purposes, technical, price and past performance are essentially equal
in importance. It is critical that offerors provide adequate detail to
allow evaluation of their offer (see FAR 52.212-1(b). Quoters must
provide copies of the provision at 52.212-3, Offeror Representation and
Certifications -- Commercial Items with their quote. See above for
where to obtain copies of the form via the Internet. An ombudsman has
been appointed -- See Internet Note "B". It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
