Contractor Logistics Support for Joint STARS aircraft. The extension of
the existing contract for an interim period (anticipated to be one
year) is required to ensure Government coverage until implementation of
the total system support responsibility (TSSR) strategy outlined in the
WR- ALC letter regarding Joint STARS Integrated Support, dated 17
December 1998. Contractor Logistics Support to include, but not limited
to, Contractor field level technical assistance for production
aircraft, maintenance and support for the In-Flight Trainer Aircraft,
procurement/management of initial non-government managed spares through
a Contractor Operated and Maintained Base Supply (COMBS) system. Flying
hour support for Joint STARS aircraft, to include depot level repair
and reprocurement, deployment of contractor personnel in support of
peacetime/wartime contingencies, program management oversight,
scheduled and unscheduled depot level maintenance (PDM) of Joint STARS
aircraft, to include over and above work, in accordance with depot
level work package, removal/replacement of selected wing panels and
stringers, contract field team support, engineering support, technical
data support, data deliverables, and travel in support of Govt
required trips. The intent is to award this extension to Raytheon
Systems Company, Greenville TX 75403-6056, pursuant to authority in 10
U.S.C. 2304(C)(1). Justification: Services required are available from
only one responsible source that will satisfy agency requirements.

Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services)

satisfy agency requirements. All potential offerors should contact the

communicate concerns, if any, concerning this acquisition. If your
concerns are not satified by the contacting officer, an Ombudsman has
been appointed to hear serious concerns that are not resolved through
established channels. The purpose of the Ombudsman is not to diminish
the authority of the the program director or contracting officer, but
communicate serious contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
