The Department of Defense is seeking sources for existing devices for
a Riot Control Agent Neutralizer (RCAN), that may be used to rapidly
neutralize the effects of Riot Control Agents (RCAs) of
O-chlorobenzylidene malononitrile (CS), chloroacetophenone (CN),
chloroacetophenone in chloroform (CNC), bromo-benzylcyanide (CA),
dibenz- (b, f)-1, 4-oxazepine (CR), and Oleoresin Capsicum (OC), or
blends of these compounds to the eyes, mucous membranes of the face and
skin, but not intended for consumption. The Government is looking for
neutralization capability in individual spray containers (pump spray
that may be refilled or aerosol), individual towelettes and larger
containers for large-scale neutralization. Some of the requirements
that the Government is looking for include: The RCAN to be disposable;
the RCAN will be carried by individual military personnel in military
vehicles and will be used to sustain capabilities of unmasked military
personnel; the RCAN will neutralize the effects of RCAs to the eyes,
mucous membranes of the face and skin; the RCAN will be non-toxic to
skin, eyes, mucous membranes and swallowing; the RCAN is to relieve
burning, pain and irritation caused by RCAs; shorten recovery time to
soldiers exposed to RCAs; be portable; does not require water; may
diffuse aggressive RCA reaction. This survey announcement is to
identify existing technologies. There is no commitment on the part of
the Government to award a contract as a result of this request for
information nor to pay for the information received. Interested sources
should submit written notification to USAMC Acquisition Center,
Edgewood Branch, ATTN: STEAA-AP-ER/Joan Hauser or Josephine Barker,
5183 Blackhawk Road, Aberdeen Proving Ground, MD 21010-5424. Written
information should include the following: Company name, address, point
of contact, phone number, facsimile number, electronic mail address,
and type of technology proposed; level of maturity and whether it is a
concept, a laboratory prototype, or commercially available; list
product capabilities and testing that has been accomplished with
results. Available product literature and published price list should
be provided. Request responses no later than January 26, 1999. After
review of the product information submitted, the Government may request
samples for testing. If a sample is requested from your company for
testing purposes, the sample may be returned in an "as is" condition
after all testing has been completed, upon request. The Government will
not be responsible for any damages to, or the condition of, samples
after testing has been completed. Based on the test results,
contractors whose product the Government feels warrant additional
testing, or whose product may be modified to meet the Government need
