Commerce/NOAA/NWS/Office of Hydrology proposes to negotiate on a
non-competitive basis using Simplified Acquisition Procedures with
Jonach Electronics, Inc. Whippany, N.Y., to provide maintenance support
for the Passaic Flood Warning System in New Jersey. The PFWS is a
computer/communications network which conveys hydrologic and stream
levels. Some sensors are interrogated by dial-up-modem, while others
transmit real time which validates and retransmits information to base
station receivers. The base station receiver is connected to a modem
and computer where data processing occurs. There are 33 sensors, all
lie within the Passaic River Basin. The contractor shall be the primary
focal point to diagnose capacity, and shall act as the first line
troubleshooter of communications or computer problems associated with
the PFWS. The contractor independently assesses the problem, and
determines the proper course of action. This may involve hands-on
corrective action, calls or meetings with appropriate Federal, State,
or local personnel to solicit assistance or review options or conveying
information to independent software or communications subcontractor
under contract to NWS. Vendors who believe they can provide the
required services are invited to submit in writing, an affirmative
response as to their capabilities and any other pertinent data to the
address above, to be received no later than 15 days after the date of
this notice. No solicitation documents exists. There for a request for
