Dreger, Contracting Officer, (850)234-4863 The Coastal Systems Station, Dahlgren Division, NSWC, Panama City, FL 32407-7001 intends to award a contract on a sole-source basis to Columbia Research Corporation for the completion of the ongoing assembly of small manned submersibles. This contract is for completion of efforts started under contract N61331-94-D-0021. This contract will complete the assembly of all currently known requirements for small manned submersibles. The performance period for the contract will be from award through 28 February 2000. This contract is unsuitable for full and open competition for the following reasons. * Columbia Research Corporation has the current contract, N61331-94-D-0021, for performance of this work, and therefore has the personnel on board with both the required knowledge and security clearances required to perform the work required. * Columbia Research Corporation key personnel have invested over four years in gaining the unique knowledge, insight, and skills necessary to successfully complete the effort. The work requires a sophisticated and specialized knowledge of manned underwater vehicles and thus could not be easily or cost-effectively duplicated by another vendor. Posted 01/05/99 (I-SN284991).
