The Departments intends to award a firm-fixed price contract that will provide the department with 10,000 user identifications to access Dow Jones & Company's, DowVision. Dow Jones is the only information service that provides online and Web access to a special combinations of sources: full test, same day coverage of all editions of the Wall Street Journal, The Asian Wall Street Journal, The Wall Street Journal Europe, the Los Angeles Times, The New York Times, The Washington Post, Emerging Markets Report and real time Dow Jones News wire. Dow Jones unique software allows for search of multiple sources with a single click. The contractor will develop and monitor tracking folders which enables theusers to automatically and continuously access stories that mention individual keywords specified from all of the above exclusive services. The statutory authority for the proposed procurement is 41 U.S.C. (c)(1) only one responsible source. This notice of intent is not a request for competitive proposal. However, interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities to perform the services specified. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive by the Government and will not be considered. A determination by the Government not to compete this proposed effort on a full and open basis, based upon responses to this notice, is solely within the discretion of the Government.
