following constitutes an amendment to this synopsis. All potential
offerers should note the Closing date has been extended to January 19,
1999 in order to provide the following evaluation criteria. The U.S.
Environmental Protection Agency (EPA) will utilize this evaluation
criteria in making its selection for award. The award will be based on
overall greatest value to the Government, price, quality and delivery
performance. Lowest overall evaluated cost and/or cost related factors
will be considered. All other provisions of the original synopsis
remain the same. EVALUATION CRITERIA 1. Knowledge of EPA's MBE/WBE
program and Guidance Document and its relationship between EPA grant
recipients including a baseline knowledge of the current level of
effort EPA grant recipients and their subrecipients have made to comply
with "fair share" requirements. 2. Experience in the area of the
Federal Government's Dept. of Transportation's MBE/WBE regulations,
Title 49 of the Code of Federal Regulations 3. Recognized as a leader
around the country in the area of MBE/WBE programs, affirmative action
compliance, the Adarand Decision, disparity studies and availability
analysis; experience in performing legally defensible disparity studies
for the states and their subrecipients 4.Comprehensive knowledge and
practical experience regarding state procurement regulations and
procedures, this should include experience in developing and providing
training related to MBE/WBE programs at the state, local government
and federal government levels as well with various trade associations
and minority groups. (10 years or more experience) 5. Knowledge of
business affirmative action laws and experience in designing
constitutional MBE/WBE programs. (10 years or more experience) 6.
Demonstrated knowledge of the legal standard for MBE/WBE goal setting
