being issued in response to Industry Day comments to Synopsis MNK
99-008, Missile Control Technology (MCT), published in the Commerce
Business Daily on 21 December 1998. The original due date for proposal
submittal, 4 February 1999, is not impacted as a result of this
amendment. The period of performance for the two phases is changed to
ten (10) months for Phase I and twenty (20) months for Phase II. As a
result, the following additional requirements are added to the MCT
Program: (1) Item (f) is added to PHASE II FLIGHT CONTROL SYSTEM DESIGN
AND DEVELOPMENT (OPTION), as follows: (f) Explore and analyze potential
main motor design issues and constraints, including the impact of
parameters such as propellant formulation, propellant slope, motor case
design, motor operating pressures, etc. in order to optimize the
performance of the overall system. (2) The following requirements are
added to REVIEWS: Phase I requires an informal status review 6 months
after contract start and a final program review at the completion of
the effort. Each review will summarize all technical, programmatic and
cost issues pertinent to this project. Phase II reviews shall be timed
to coincide with major test activities to allow government review of
pretest designs and test execution. (3) The requirement for a pitch
plane valve is added to TECHNICAL GOALS, item (b) as follows: (b) not
less than 800-1000 pounds thrust from an individually open pitch plane
valve. (4) TECHNICAL GOALS, item (h) is changed to read: (h) maximum
operating time of not less than 4 seconds continuous operation.
Baseline phase I designs shall be configured to bleed chamber pressure
gas from the blast tube area of a standard rocket motor. The final
placement of the RJC system is pending overall system trades. (5) The
overall funding levels remain the same, however the maximum amount for
each Phase I contract is anticipated to be $600,000. (6) The phone
