a Request for Proposal (RFP) for the development(design and
fabrication)of a space qualified, high performance 32 GHz Traveling
Wave Tube(TWT) Amplifier having excellent signal quality and very high
efficiency for deep space applications. In addition, an Electronic
Power Conditioner (EPC) is to be designed to operate the TWT. The
operating charactersistics of the TWT are to include the following:
Operating frequency: 31.5 to 32.5 GHz Minimum saturated RF output power
in the operating band: 30 watts Overall efficiency (including heater
power): 45 percent Saturated gain: 45 dB Electron beam focusing: Period
permanent magnets Design lifetime: Greater than 15 years The Government
anticipates the award of a cost reimbursement contract using best value
selection. The period of performance for the contract is 5 years which
consists of a base contract of 36 months for the (TWT) engineering
model. The contract will contain indefinite delivery, indefinite
quantity (IDIQ) for up to three flight units over the remaining 24
months. The provisions and clauses in the RFP are those in effect
through FAC 97-7. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The SIC Code and Size
Standard are 8731 and 500, respectively. The DPAS rating for this
procurement is DO-C9. The anticipated release date of RFP 3-115260 is
on or about February 1, 1999 with an anticipated proposal due date of
on or about March 1, 1999. All qualified responsible sources may submit
a proposal which shall be considered by the agency. An ombudsman has
been appointed. See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
Web (WWW) server, which may be accessed using a WWW browser

Prospective offerors shall notify this office of their intent to
submit an offer. It is the offeror's responsibility to monitor the
