Proposal for an OMB Circular, A-76 Cost Comparison sturdy for the Civil
Engineering Central Heat Plant at Malmstrom AFB, MT. The A-76 study
will determine if it's more economical to contract out the function to
a commercial activity or retain operation within government means. If
awarding a contract is determined to be in the best interest to the
Government, a contract will be awarded to the selected contractor based
on the proposals submitted. However, if a contract is determined not to
be in the best interest of the Government, this solicitation will be
cancelled. Use number F24604-98-0007 and Central Heat Plant when
responding to this notice. Responses to this notice should include your
firm's name and address. Individuals who have already responded to a
previous synopsis with the same title and number do not need to respond
again. This acquisition is limited to small businesses meeting the
requirements of Standard Industrial Code 8744. Proposed contract award
or solicitation cancellation is anticipated about 1 April 1999, with
a phase-in start date of 1 Oct 99 and a contract start date of 1 Jan
2000, if contract award is made. A basic performance period of one year
plus one to four option periods is included and all option periods will
be included in the evaluation. Firms may respond to this notice to the

not be used for other than basic information on the scope of this
project. Following is the narrative of the proposed services that are
within the A-76 Cost Comparison Study. The narratives may not be all
inclusive, but will provide the information for you to make a
reasonable assumption of the services that may be included. The Central
Heat Plant is currently responsible to the 341st Space Wing for
managing, operating, and maintaining the Central Heat Plant to allow
continued use of the plant for its designated purpose and prevent
deterioration beyond normal wear and tear. The sole product of the
plant is to provide High Temperature Hot Water(HTHW) to the
distribution system. The distribution system is not part of this study.
Public law requires Air Force heating systems use the most
cost-efficient fuel (coal or gas) determined by life cycle cost
analysis. The plant consists of three vertical tube single pass HTHW
generators capable of 85 MBTU/hr. While operating on coal the plant
uses spreader type stokers to deliver coal onto a traveling grate
system. The plant also uses a flue gas desulfurization system (dry lime
scrubber) to remove sulfur dioxide from plant emissions. Most plant
functions are monitored and controlled by the Bailey INFI 90 Industrial
Control System. Interface with this system is provided through two
Bailey 43 Operator Interface Station consoles located in the control
room. The plant uses treated water in the HTHW generator system.
Volumes one through four of the Williams Instrumentation and Control
Systems manuals contain a detailed description and instructions for the
operation and calibration of the control system. The plant's external
controls include, but are not limited to, local guidance, Air Force
Instructions, Federal and State environmental regulations, and Air
Force and OSHA regulations. The plant operates 24 hours a day, seven
days a week during the heating season, normally September through May.
Overhaul is generally done during the non-heating season. Posted
