PAYLOAD PROCESSING FACILITIES CAPABILITIES INDUSTRY SURVEY The John F.
Kennedy Space Center, NASA is seeking industry input concerning
potential commercialization of the NASA Payload Processing Facilities
capabilities at the John F. Kennedy Space Center (KSC) and the Cape
Canaveral Air Station (CCAS). This approach is currently under
consideration for incorporation within the successor contract for
Payload Processing at the Kennedy Space Center. The current NASA/KSC,
Payload Ground Operations Contract (PGOC) will expire December 31,
2001. The successor contract(s) will be competed with award anticipated
on January 1, 2002. At present there are several NASA facilities at KSC
and CCAS dedicated to the processing of payloads. With the exception of
the Space Station Processing Facility, it is contemplated that the
operation and maintenance of these facilities will be turned over to a
successor contractor for the processing of payloads for contractually
(NASA) manifested missions with authorization for the processing of
commercial payloads on a "Rent Free, Non-Interference" basis. Industry
comments are requested, on or before January 29, 1999, concerning the
feasibility and the structure of this type of contractual arrangement.
It is the Government s intent to seek the most mutually advantageous
contractual arrangement for the processing of NASA Manifested Mission
payloads and potential commercial payload processing. The purpose of
this arrangement is to foster the development of a more economical
approach to the processing of NASA Manifested Mission payloads and
promote the development of commercial payload processing operations.
