furnishing all materials, labor, equipment and supervision required to
construct a 3,500 square foot fire cache building which includes two
engine bays and work space, training/multi-purpose room, offices,
mechanical room, cache, supplies storage loft, and shower and restroom
facilities. The work includes, but is not limited to, pre-engineered
metal building, concrete block, interior finishes, concrete slab,
plumbing, fire protection, electrical services, lighting, and
sprinklers and other incidental work as described on the drawings and
specifications. The fire cache is not classified as an essential
services building. The project is located at Lassen Volcanic National
Park Headquarters District which is located outside of the boundaries
of Lassen Volcanic National Park. Lassen Volcanic NP Headquarters
District is located on the north side of California State Highway 36,
one-half mile west of the town of Mineral or 40 miles east of the town
of Red Bluff. Contract duration is 150 calendar days. The price range
is between $100,000 and $250,000. This procurement will result in a
firm-fixed price contract. This procurement is open to both large and
small businesses. The Standard Industrial Code (SIC) is 1542 and the
annual size standard is $17.0 million. This procurement will be awarded
to the responsible offeror whose offer represents the "best value" to
the Government. The best value determination will be made on the basis
of (1) the acceptability of the offer; (2) the capability (e.g.,
experience and past performance) of the offeror; and (3) price
reasonableness. The Government will assess the capability of each
offeror on the basis of (1) its organizational experience; (2) its
organizational past performance; (3) its qualifications and experience
of key personnel; and (4) its demonstrated ability to comply with
instructions. The Government considers an offeror's capability to be
approximately equal to its price. THE SITE VISIT IS SCHEDULED ON APRIL
14, 1999 with participants to meet at 11:00AM at Lassen Volcanic NP
Headquarters, Mineral, California. Requests for the solicitation
package shall be in writing stating Request for Proposal No.
1443RP8000-99-003, with complete name, address, and area code and
telephone and facsimile numbers. Solicitation packages may be
personnally acquired from the Contracting Office or by fax or mail. The

solicitation will not be accepted. Mail solicitation requests to the

on or about March 5, 1999 at no-charge and issued on a
first-come-first-serve basis. Only one solicitation package per
