Modify CBD dated 12/28/98 to read as follows: Construct one steel 3-pile dolphin/platform and one single pile daybeacon aids to navigation structures. Demolish an existing wooden five-pile structure known as Olga Strait Light 5. The work is located in and near Sitka harbor. The first pile(Government Furnished Equipment) will be used to replace the following damaged structure: * Olga Strait Light 5 (LLNR 25070) 57-11.3 N / 132-28.0 W * Pile to be placed in approximately same position (see positioning requirements in paragraph 3) The second pile (Government Furnished Equipment)will be drilled into rock, establishing a fixed aid to navigation in the following approximate position (see positioning requirements in paragraph 3): * 57-02-51.5 N / 135-20-15.50 W in accordance with the Statement of Work. The estimated cost range for this project is between $25,000 and $100,000. Work can begin as soon as government-furnished materials are available (on or about February 19, 1999), and must be completed no later than March 15, 1999.The work required by this solicitation is identified as Industry Standard 1629 and the applicable size standard is $17.0 million dollars in annual receipts for the past three years. Requests for Quotation packages must be received in this office by the close of business 15 January 1999. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set-aside. All responsible sources may submit a quote which shall be considered by the U. S. Coast Guard. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. This is applicable to any eligible prime subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for quote, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the quote amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
