PREDOMINANT MATERIAL: Metal, plastic, and electronic components.
Applicable to multi aircraft. SIZE/DIMENSIONS: 12 inches long, 6 inches
high, and 8 inches wide. FORM/FIT/FUNCTION DESCRIPTION: Shall provide
means to determine the serviceability of aircraft employing AC
capacitance fuel gauging systems. Has the capability of direct current
(DC) electrical resistance measurement capacitance measuring
capability, simulate tank unit and compensator capacitance switchs,
operates from an external power source or internal battery source. Line
item # 2: In accordance with require- ments of TM 86-01F, the
contractor responding to the solicitation is required to submit two (2)
copies of each commerical maunul with bid for the contract.
*Solicitation to be issued will be for a three-year requirements'
contract. The following are the BEQs (Best Estimated Quantities) for
each year. Year 1 15 each. Year 2 40 each. Year 3 45 each. Solicitation
is expect to be issued approximately 11 Feb 99. To be eligible for
contract award, offerors must be approved sources in accordance with
I-70 of the solicitation. The Government is not required to delay
contract award to review pending Source Approval Requests (SARs).
Therefore, offerors are encouraged to submit SARs as soon as possible.
If the Government has not completed review of SAR when the contract is
awarded, the SAR will be retained and the source will be reviewed for
possible Source Approval for future awards. Government-furnished
drawings are not available. Approved sources are JCAir, A subsidiary BF
Goodrich and Parker-Hannifin Corporation. All potential offerors should
contact the buyer/PCO identified in this notice for additional
information and/or to communicate concerns, if any, concerning this
acquisition. If your concerns are not satisfied by the contracting
officer, an Ombudsman has been appointed to hear concerns from offerors
or potential offerors during the proposal development phase of an
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
