Notice of intent to negotiate a sole source contract utilizing Commercial Item acquisition procedures under the authority of FAR Part 12 with Rainbow- Mykotronx, Inc., 357 Van Ness Way, Suite 200, Torrance, CA 90501. This procurement is for 16 Satellite Ground Station Encryptors/Decryptors. Each encryptor/decryptor is a Controlled Cryptographic Item (CCI) and is endorsed by the National Security Agency (NSA) for Type 1 and Type 2 applications, including TEMPEST NACSIM 5100A compliant. Each unit must be compatible with KI-23 uplink. The proposed action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. The government believes that only one responsible source can provide this item that will satisfy the agency requirements. The contractor holds the proprietary hardware, engineering and software data. This notice is not a request for competitive quotes but responses received on or before February 22, 1999, 2:00 pm EST willbe evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contracting Officer.
