678-5455 (Site Code DAAD07) This is a notice that White Sands Missile
Range (WSMR), NM intends to purchase a High Frame Rate Digital Color
Video Camera with IRIG (Inter-Range Instrumentation Group) time stamp.
The Government's requirement is to begin the conversion from high
speed film image recordings to digital image data recordings to lower
operational cost and address environmental impact issues. Field test
film camera recorders have good color image quality, 1500 by 1500 pixel
resolution, IRIG time stamp, 1000 frames per second, and are rugged and
compact. The Government has conducted an on-going market survey in its
search for this type of digital camera. This research was conducted
via the Internet, trade shows, and other Government ranges. As part of
this market survey the Government conducted a side by side recording
of a live fire missile launch using existing off-the-shelf digital
camera systems. This test was conducted with multiple vendors at White
Sands Missile Range on 19 Oct 98. This test identified significant
image artifacts on all tested systems. The Kodak Ektapro HG Imager
Model 2000, however, best met the Government requirements. Its
specifications include: 24 bit color image data, 512 by 384 pixel
resolution, 1000 frames per second, variable triggering, 25 usec
shutter, 2000 frames of storage, remote Ethernet control, external
start, good anti-bloom response, 100 usec IRIG time stamp, small
physical package, live NTSC (National Television System Committee)
video output, and TIFF (Tagged Image File Format) image file data.
Other digital camera systems were investigated but either did not
support the color or had unacceptable image artifacts, such as blooming
effects. No comparable camera is close for all necessary functional
requirements. To be considered, respondents must meet or exceed the
performance of the Kodak Ektapro HG Imager Model 2000. In the absence
of other qualified sources, it is the intent of the Government to
negotiate a sole source procurement under the authority of 10 U.S.C.
2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible source
and no Other Supplies or Services will Satisfy Agency Requirements," to
EASTMAN KODAK COMPANY, Motion Analysis Systems Division, 11633 Sorrento
Valley Rd, San Diego, CA 92121-1097. This action will be a firm fixed
price indefinite delivery/indefinite quantity (IDIQ) contract for a
base period of one year with two one-year options to extend. This
procurement action is for the acquisition of up to 30 units over a
three year period. Note 22 applies, however, all offers received within
15 days after date of publication of original synopsis will be
