SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN
SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation,
#53SBNB960029, is a Request for Quotation (RFQ). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-09. The associated Standards
Industrial Classification Code (SIC) for this procurement is 3861, and
the small business size is 500 Employees.*****The National Institute
of Standards and Technology (NIST) has a requirement for a high
resolution cooled digital slow-scan CCD camera system -- Photometrics
brand (#PMQL-1400M-C1NS) or equal -- to be used for fluorescence
intensity standards development on both a solid and particle format;
for imaging of fluorescent signals in cytogenetic standards work with
fluorescent in situ hybridization (FISH); for imaging of transport of
fluorescent indicator molecules through synthetic membrane pores; and
for imaging cellular/substrate interactions in tissue engineering
research on the biocompatibility of synthetic cellular
substrates.*****Salient characteristics of the CCD camera system are as
follows: The CCD shall consist of a research-grade CCD optical detector
with greater than 30 percent quantum efficiency at 500-850 nanometers
wavelength, a sensitivity including wavelengths of 400-1080 nanometers,
a dark charge less than 0.02 electrons/pixel/sec at minus 35 degrees
Centigrade and a 1000 by 1000 pixel array with individual pixels of
less than 7 microns squared. The required readout noise shall be less
than 16 electrons at 1 Megahertz and the camera shall have a dynamic
range of 12 bits. Cooling shall be by liquid recirculation system for
low temperature operations (minus 35 degrees Centigrade). In addition,
the CCD system shall be compatiblewith an Olympus BH2 fluorescence
microscope; the CCD system shall contain a monochromatic detector with
high sensitivity; the CCD shall be compatible with PC based software
IPLabs; the system shall contain a large, high grade CCD chip such as
the KAF1400, grade 1; the CCD shall be operable to 35 degrees below
zero Centigrade; the CCD supplier shall be able to supply high-quality
imaging software and support for the lifetime of the instrument.
Offerors shall have a substantial professional reputation (of ten years
or more) in the genetics imaging community for CCD imaging expertise as
applied to cytogenetics work (offerors shall submit evidence of their
professional experience, including CCD imaging expertise as applied to
cytogenetics work in the genetics imaging community). Offerors shall
provide installation by "C-mount" fitting; installation of the video
graphics card shall also be provided by offerors. Offerors shall be
required to fix any Y2K problems promptly (service response shall be
made within 5 working days). Offerors shall provide technical software
support, via telephone, for the lifetime of the software.*****Delivery
is required within six weeks after receipt of order (ARO).*****Delivery
location is the National Institute of Standards and Technology,
Building 301, Shipping and Receiving, 100 Bureau Drive STOP 3574,
Gaithersburg, MD 20899-3574. The FOB point shall be DESTINATION,
Gaithersburg, MD.*****The following Federal Acquisition Regulation
(FAR) provisions apply to this solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial
Items.*****Evaluation Criteria to be included in paragraph (a) of
provision 52.212-2 are as follows: (A) Technical capability to meet or
exceed the Government's specifications (offerors shall submit a
quotation addressing all required specifications, and shall provide
descriptive literature, plus the offeror's current official price list
for item(s) quoted; (B) Past Performance (offerors shall submit
evidence of having produced and soldcomparable units, with indication
of performance success); and (C) Price. Technical evaluation criteria
[(A) and (B)], when combined, are significantly more important than
price.*****The Government anticipates awarding a purchase order
resulting from this combined synopsis/solicitation to the responsible
offeror whose quotation, conforming to this synopsis/solicitation, will
offer the best value to the Government, price and other factors
considered.*****Offerors shall address all requirements in this
combined synopsis/solicitation, and shall provide clear evidence of
understanding and the ability and willingness to comply with the
Government's specifications of need. Failure to address a
specification/requirement will be construed by the Government as
inability to meet the need, or the offeror's taking exception to

Certifications-Commercial Items, which may be downloaded from
